Important Program Status Information:
NEK-CAP, Inc. Weatherization staff have been working diligently to obtain required program training and certifications needed to begin managing our service area and are now trained and certified. NEK-CAP, Inc. will now manage Atchison, Brown, Doniphan, Jackson, Jefferson, Leavenworth, and Nemaha counties in Kansas. Shawnee county will continue to be served by ECKAN until a future date in 2026 and will then transition to NEK-CAP, Inc.
If you have already applied for Weatherization services, or are mid project, in Atchison, Brown, Doniphan, Jackson, Jefferson, Leavenworth, and Nemaha counties in Kansas you do not need to resubmit your application. Please reach out to NEK-CAP, Inc. with any questions.
What is Weatherization and the Weatherization Assistance Program?
Weatherization improves energy efficiency and lowers utility bills by ensuring your home operates as a system while focusing on air infiltration and exfiltration. Eligible households receive a comprehensive home energy audit at no cost to identify inefficiencies and health and safety concerns. A certified energy auditor will inspect the entire home, inside and out, using advanced equipment and techniques. The energy audit will identify a customized account of areas for cost-effective improvements. Based on a home's audit results, improvements may include:
- Sealing of drafts and air leaks, caulking doors and windows, weatherstripping
- Testing, cleaning, repairing or replacing heating and cooling systems and water heaters
- Adding insulation to ceilings, walls, and floors
- Lighting, refrigerator, and fan upgrades
All qualifying Weatherization services and upgrades are provided free of charge by our certified energy auditors and contractors.

Where do Weatherization Assistance Program funds come from?
Weatherization assistance is funded through the Department of Energy, Health and Human Services, KHRC, and local utility partners.
What counties does the NEK-CAP, Inc. Weatherization Assistance Program serve?
Atchison, Brown, Doniphan, Jackson, Jefferson, Leavenworth, and Nemaha counties in Kansas.
Shawnee county will continue to be served by ECKAN until a future date in 2026 and will then transition to NEK-CAP, Inc.
Who can receive Weatherization assistance?
Homeowners and renters meeting income eligibility guidelines. Households that receive Supplemental Security Income (SSI), Temporary Assistance for Needy Families (TANF), or utility assistance from the Low Income Energy Assistance Program (LIEAP) are automatically income-eligible.
